Cross River State Governor, Bassey Otu, has signed the 2025 Supplementary Appropriation Bill into law, injecting an additional ₦104 billion into the state’s budget. This raises the 2025 fiscal expenditure from ₦538 billion to ₦642 billion.
Speaking during the signing ceremony at the State Executive Chambers, Calabar, Governor Otu described the supplementary budget as a strategic intervention to address shifting economic realities and tap into new investment opportunities.
He explained that the funds would be used to fast-track infrastructure projects, strengthen agriculture value chains, enhance healthcare and education, boost security, and create jobs through targeted investments.
“This supplementary appropriation will reposition our state for accelerated growth. Every kobo will be spent prudently for the benefit of all Cross Riverians,” Otu assured.
In addition to the appropriation bill, the governor also signed three key laws into effect:
- Cross River State Counterpart Funds (Amendment) Law 2025 – improving donor fund management structures.
- Cross River State Roads Funds Law 2025 – creating a dedicated fund for rural and semi-urban road development.
- Cross River State Electricity Law 2025 – establishing a legal framework for state-level power generation and distribution after recent constitutional amendments.
Speaker of the House, Rt. Hon. Elvert Ayambem, praised the supplementary budget for targeting priority sectors, including economic growth, healthcare, justice, and regional integration. He also commended Governor Otu’s fiscal discipline and pledged the Assembly’s support in driving the administration’s vision.
