The Presidential Amnesty Programme is now accepting applications for its fully-funded 2025/2026 undergraduate and postgraduate scholarships covering tuition, accommodation, and allowances.
The Office of the Special Adviser to the President on the Niger Delta and Administrator of the Presidential Amnesty Programme (PAP) has opened applications for its highly anticipated 2025/2026 Formal Education Scholarship. The initiative seeks to reintegrate ex-agitators and youth from impacted Niger Delta communities, offering fully funded university and postgraduate education across accredited Nigerian institutions.
Key Benefits

- Course variety: Available for undergraduate and master’s degree programs in participating universities.
- Service bond: Undergraduate scholars are required to serve within the Niger Delta for one year after completion.
Eligibility Criteria
Prospective applicants must:
- Be indigenes of Niger Delta states (Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Ondo, Imo, or Rivers).
- Be officially registered beneficiaries of PAP (ex-agitators or community members).
- For undergraduates: have written the 2025 UTME and be gaining admission into 100-level for the 2025/2026 session.
- For postgraduates: be new master’s degree candidates for the 2025/2026 academic year.
- Provide complete academic documentation: WAEC/NECO results, UTME results, LGA identification, and, where applicable, admission letters or NYSC certificates.
- Maintain CGPA of ≥2.5/5.0 (or ≥2.0/4.0) each session.
Requirements & Application Process
Applicants should submit:
- UTME 2025 results
- WAEC or NECO results (five approved credits, including English & Maths)
- LGA letter of identification
- Birth certificate or declaration of age
- Admission letter for undergraduates
- Academic transcripts and NYSC certificate for postgraduate candidates
Shortlisted candidates may undergo written aptitude tests and oral interviews.
